The Orford Planning Board is responsible for the development and implementation of Land Subdivision, Curb Cut, and Excavation regulations for the Town of Orford. In addition, the Board is responsible to update the Town Master Plan.

PUBLIC HEARING NOTICE

AMENDMENTS TO SUBDIVISION REGULATIONS

The Planning Board will hold a public hearing to amend the Town of Orford Subdivision Regulations at 5:30 pm at the Town Offices on Tuesday, September 12, 2023.  All are welcome to attend.  The full regulations with amendments are available for review at the town offices (paper) and electronically on the home page of the town website: https://orfordnh.us/. The hearing can be accessed virtually on Zoom with meeting ID: 883 0012 4030 and passcode: 12345 or contact the Selectboard office to get an email with the link.

The following is a brief summary by section number.

  • Change Board of Selectmen to Selectboard throughout Subdivision Regulations.
  • Remove all sections and references to Accessory Dwelling Units throughout regulations as this is not a subdivision matter and is ruled by State law.
  • Add definitions for “Public Hearing,” “Public Meeting,” and “Verified Mail.” Delete definition for “Lot in Subdivision” as repetitious.
  • Change name of “Voluntary Merger of Lots” to “Lot Merger” throughout regulations.
  • Section 2: Clarify in 2.02 that condominiums are a type of subdivision and remove unnecessary language.
  • Section 3: Separate 3.01 into two subsections to address “Lot Line Adjustments” and “Boundary Line Agreements” separately as they are treated differently by State law.
  • Section 4: Update application procedures according to State law and reference RSAs. Change days for application submittal prior to public meeting from 18 days to 21.
  • Section 5: Remove number of application and plan copies required and reference specific applications for requirements. Add “accessways” to 5.10 as possible information required and note that the Board may require third party review and inspection as provided in RSA 676:4-b.
  • Section 6: Amend 6.01 to reflect State law. Clarify 6.07 about mylar and paper map requirements; in 6.10, remove lot line adjustments from expedited review and clarify notice requirements for boundary line agreements.
  • Section 7: add Orford Natural Resources Inventory as reference for subdivision review in regard to natural resources.
  • Section 10: Add that application to build in flood hazard area requires permit from Selectboard.
  • Section 12: Amend 12.02 to add that existing streets meet minimum design and layout standards in a subdivision. Also, that an engineer may be selected by the applicant if the Town agrees.  Reimbursement is per RSA 676:4-b.

Meetings are held the second Tuesday of each month at 5:30 pm in the Niles Room of the Orford Town Office. The public is always welcome.

During the monthly meetings business is conducted, i.e. applications reviewed, mylars stamped, mail read, checks administered, etc. We emphasize functions such as these and others are not undertaken between the regular monthly meetings. Please appreciate this and plan your projects accordingly to allow for enough time to be available to complete the required work, especially considering others in town are also putting forth business for the monthly agenda.
